Lies in Enquiry Committee Report 2019 | Auroville Cover Up

After allegations were levied on Auroville's activities at various departments including the Central Vigilance Commission, Ministries, President of India, and the UNESCO, Dr. Karan Singh initiated an enquiry to enquire into all allegations by one, Vikram Ramakrishnan in 2019. After meeting with the Enquiry Committee, the honourable chairman sent a letter to the committee that the Accused Officer ( Shri. Srinivas Murthy ) be given full chance to explain himself, especially because he was a long-standing officer of the Auroville Foundation and also served as Secretary many times.


The Enquiry Committee Report initiated by ex-chairman Dr. Karan Singh was being tampered with from the beginning. As such, our naive questions in the Enquiry Committee Report, especially to the Under Secretary were to show how cover-ups are engineered by giving falsified statements, lobbying and no action for years till it is forgotten. It is almost impossible to reveal so much in a place like Auroville which practices censorship, and espionage and has been covering up everything under the closet, so we played our role in being instruments of Her will.

Let us look at the answers to his allegations and the falsified statements given by the AO, and incidents/ evidence thereof:



False, as per current email conversations of Francois Gautier ( The French national ), he graciously put a 'direct channel' to Minister of HRD for the Accused Officer being his French voice in Auroville & the Center.



 


This is to explain that the AO is in Auroville Foundation since 1995, long standing officer, with understanding with various Aurovilians, who help each other cover-up. Similarly there is no embargo on Aurovilians in Working groups to stay for many years, as such laying a causeway of understanding and corruption. Term of the Secterary of Auroville Foundation is enforced, but not for him, making him the long standing officer helping Aurovilians to evade law and statutory obligations, evading and falsifying RTIs.
Showcause notices issued by the Auroville Foundation shows otherwise:






Almost all of the financial audits and annual reports are signed by the AO. In many cases, the AO was well aware of the corruption, but had ignored it or abetted in silencing it. He has overstepped his duties as per Civil services act and attracts punishment as per the Prevention of Anti-Corruption Act and Dereliction of duty


Even though officially, the Secretary of the Auroville Foundation is in charge of land matters, The AO has his hands in abetment and collusion with corrupt land board members, FAMC & other working groups, land encroachers and document fabricators.
Raman Natesan Pillai was working in Auroville during the time of takeover and unrest, who enjoys close ties with the trustees especially with some factions from the Sri Aurobindo Ashram, Puducherry. Although, very well aware of this msyterious character, and have met him many a times for various case related issues, the AO ignores his exstence, protecting him. The name of this person reflects in Sales deeds and EC, and if the AO has not seen it it clearly attracts dereliction of duty. This mysterious person is known to the ex land board members and Working committee as well, and it shows clearly why denial of his existence is done by the AO.



The AO has not addressed the question, but points to a letter stating simply "it is not our land" without any reasoning or justification.

This question from the complainant has not been taken in the right context. We know he is not a volunteer and draws a public salary. Without being "vague" this is to show that the salary drawn by the AO and assets owned by him/ family does not collereate. The following is the land document registration of the AO in the Masterplan area, whereas the Auroville Foundation works towards confirmation of Masterplan and to stop sporadic purchases and development, which he himself is going against. Similary the "maintenance" shown by Working Group members (volunteers/ servitors of the Divine), do not relate to the vast assets and lands they hold across the country and beyond.
*Land documents of the AO are in the possession of the Auroville Files, which has been circulated by goodwilled Aurovilians.*





The question is not taken in the right context. The AO is part of a larger group which abetts and resuces offenders by giving falsified information, stories of divide and rule, censoring of public corruption, without any protection for whistleblowers 'in' Auroville and the AO helps / gives a blind eye to this. The current expose shows how 'Illegal businesses are brought into the legal framework of Auroville' by the support of the AO.

With the case of this Aurovilian who was running a successful restaurant selling liquor in Puducherry, although the Auroville Foundation has not given any official reccomendation, unofficially with the above mentioned modus-operandi this was achieved as no action was taken on it and the Aurovilian continued to go about his daily life. This was done by bringing the business under a trust with Indians ( locals ) to give a blanket cover, and he lies again that he does not have a "French voice" in Delhi.

We are not only talking about land matters, but of immediate seizure of all computers of the Town Hall and forensic audit immediately in 2019 so that cover-ups don't ensue and seeing from 2019-2023, the facts of protests, funding for protests, expose' and cover-ups of the Auroville lobby, this advice of "Immediate effect" was set aside and fabricated evidence, stories, illegal letters/ self investigation ensued. The AO has abetted in the cover-up at many stages.
Report of Aurovilian in 2021 ignored without any forensic audit or explanation:



Any IAS officer, in the position of the Secretary questions corruption is quickly transferred, as the case of Secretary Mr. Tripathi. Many false stories were spun about him by the Auroville lobby. The same goes currently with the case of Dr. Jayanti Ravi. Other Secretaries who "conform" to them are made to come into Auroville, and become commerical unit holders, especially dealing with foreign donations.
Most of the "silent" Secretaries have been just taking massages and enjoying playing chess with the corrupt trustees ( literally ), as they know nothing can be done with such a powerful lobby, as they are also bureaucrats with limitations. Many officers in FRRO, ministries, journalists who questioned them also met with the same fate.

Self explanatory, and the Oversight Committee as stated by the AO was made by a trustee who had a parallel trust to divert donation funds. It was not taken "seriously" in 2019 since it was a cover-up not a clean-up, with people having vested interests making groups in Resident Assembly to further cover-up their own crimes with their own investigation, like a 'Vatican in India'!


This case was brought to the notice of the public in 2018 by The Auroville Files, whereas this committee was formed in 2019. The allegations regard to the collusion of the land encoracher and the land board members. After a FIR was filed on the encroacher, excluding details of collusion of land board members, the FIR was nullfied after a "Meeting" with the encroacher. This was the period when news of the Auroville Files was getting public eye, so to whisk away accused in Auroville, this deal was struck after Rs.4.9 crores of public funds have been with an encroacher for over a year without interest.
Cases like Matrimandir Gold Theft & Tamilnadu Heritage Scam or any FIR relating to any Aurovilian is whisked away with no action for years by falsified stories and cover-ups in cahoots with State Police and other public officers.

"Going with the flow" does not mean exoneration, it means that the AO was wilfully abetting crimes against law of the land and against the ethos of Auroville.



 

After this Enquiry Committee Report was given to the Ministry of Education in 2019, the Under Secretary was made Acting Secretary to seemingly speed up the cover-up of the Enquiry Committee Report. During this time various corruption charges have been levied on the AO and it is known that he even took a self-increment of salary 3-4 times which has been asked by the CAG to reimburse. We could not confirm this since the minutes of meeting of the Governing Board were not furnished in an RTI to the Foundation.


The Auroville Foundation themselves have sent show-cause notices to the AO, but it is known that committees were made, without direct cognizance. While the final decision of action on a corrupt public officer in the regime of the Modi Government lies with the Governor of Tamilnadu ( Chairman of Auroville Foundation ), it is also known that the AO is to retire soon and delays in accountability, seem to point in the direction of nullifying matters with no action.


The next part of the Enquiry Committee Report is about allegations on Aurovilians and Working Groups which were attempted to be covered-up massively by people with vested interests, with an illegal unauthorized, self-investigated report called "Light for All" which was given to the Ministry of Education by the Auroville Lobby. Let us expose that report and its deeper meaning, so the public at large is aware of the deep-rooted nexus in our country in 2023.
